Im workintg on airport W92 I entered the lat/lon in a decimal conversion program I found on the web. It says however that it will not display a negative value. So for the following lat/lon wich if any of the decimal equivalant would have a minus signs. "S" latitudes and "W" longitudes are negative. So in your examples the latitudes should be positive and the longitudes should be negative. i.e.38.82666666666667-78.77305555555556and39.169444444444444-63.17666666666667
