I know there has been some previous posts--couldn't find--so, using C4TO, how do I make sure I am not assigned a Non-Heavy runway or one that is not supported by ILS. I think I remember something about resetting surface winds--not sure though

Yep. Set the surface winds to favor the runway you want. Sometimes I will set the wind right down the runway, wait for C4TO to assign me that runway, pause FLY, and set the wind back to what it was. I like a good cross wind ever now and then. Enjoy.
