Is there anyway to have a flight plan with departure and destination airport the same, take off, and simply fly local approaches with RC3's IAP request option to ATC?

Absolutely. Just put in one waypoint somewhere and have the departure and destination the same. If you really want to be creative, set flex DP and NOTAMs, and fly fire-tanker runs. ;-)
