AFAIK, once you are cleared for an approach VoxATC uses whatever is coded in the bgl exclusively. The approaches that are shown when you hit '0' are the ones coded in the bgl, not the ones from Navigraph. I have modified many airport bgls to update the approaches and that is the only thing you can do to reflect current, real-world instrument approaches.
