Justin-I had same issue. New download DID NOT fix. There is another thread here which talks about what particular texture file is messed up (search for it - it has something to do with the "left" .bmp or something. Sorry, I don't remember). Anyway, I tried this and it didn't work either. So I finally looked at all the files in another texture and pasted all of the ones that were of the same type as that referred to in the other thread over those in the COA files. I think there were 4. That worked. Good luck.
