Poor Engine Performance

I set cruise altitude less than the optimum altitude given by the FMC. Yet, in LNAV and VNAV modes, the plane still stalls before it reaches cruise altitude. Is this normal behavior in the real aircraft. This aircraft has been horrible when it comes to climb performance since I have had it. Once above FL230 it is lucky to maintain 500 fpm. My GW was less than 805000 lbs at start up, yet it can't reach cruise altitude of FL310. Does the real 744 with PW engines act this way?

I have no problems to climbing to altitude so the issue is not the plane.
