Try the Scenery Design Forum.There are indeed several packages you might try.

If you want to fake FS2002 into using a different runway then use AFCAD.If you want to physically change an airport design visually, then use Airport for Windows - http://www.airportforwindows.com/ orFSSC - AVSIM Library or any other scenery graphics program recommended.
