I don't know the complete details, but I use Flight explorer professional edition. It's only available to the aviation industry and costs over $3600 annual subscription. Any commercial or private flight that files IFR flight plan can be retrieved and tracked in the USA. Flights originating in Europe are not covered at this time and flights to Europe from the USA can only be tracked to the mid Atlantic.
