Thunderstorm Height

When flying around thunderstorms the lighting seems to shooot out of broken/scatterd clouds. Is this correct? Also why does there seems not to be thunderstorms that rize to high altitudes? In Active Sky 6.5 you could set the highest altitudes for thunderstorms.
