It sounds like the option to not reposition the aircraft on flight plan load is enabled in FSUIPC. Go to the FSUIPC options page and look on the technical tab. You should see an option like "Don't reposition on flight plan load" make sure this is unchecked.

I have the same problem.I go through all the steps of the flight planner, hit ok ,and it takes me back to the default " Create a Flight" screen with the airport being Meigs.
