Can TP be used in a multiplayer environment and if so, how does it affect bandwidth?

Tileproxy's bandwidth requirements are extremely bursty. During transmissions it will temporarily saturate your DSL link.I think the multiplayer plane updates may get a bit choppy during TP transfers.The only way to know for sure is to try.
