Is it theoretically possible to set up two computers side-by-side, run FSInn and fly together as PIC and FO on VATSIM? If so, what would be the best way to do this?

Take a look at Maddog 2006 - may work for u - may not

Digial Aviation Fokker actually has a native support for PIC-FO setup, over network. You can set PF and PNF etc... never tried it though.
