J41 VHF rotary push-buttons

Are the VHF 1 and VHF 2 rotary push-buttons on the Audio Control Panel (ACP) INOP? I cannot rotate or push them.The FSX ATC volume seems to be very low compared to the cockpit sound level. How can I monitor the second VHF radio (without switching MIC)?Thanks,Gerhard

If I understand the question, those controls are basically on/off. The volume can be adjusted with the FSX sound control just like default aircraft.
