Question about waypoint position?

Hi all, I have a question about position of waypoint/fix. I thought I had a good understanding on waypoints until I was parsing a flightplan yesterday CYYZ/24R LEST7 CALON V36 BIGBE ASP N47W090 N49W100 N5130W11000 N5230W11500 YXS J510 YYD ANN N56W140 MARLO J123 ODK R341 NATES R220 NANAC OTR10 ARIES ARIES NORTH RJAA/16Rand got this result (from simroutes.com route parser)waypoint.7=5130N 11000W, I, N51* 18.00', W110* 00.00', +000000.00, waypoint.8=5230N 11500W, I, N52* 18.00', W115* 00.00', +000000.00, I always assumed 5130N11000W was N51* 30.00 W110* 0.00 but it seems to treat the"30" as a decimal (???) versus minutes.Can anybody help straighten me out?ThanksBob :(
