Problem in panel night texture

Hello,I have a problem in some panel during night, I had this problem with my old 9800GTX+ and new 285GTX and again with my old LG 19"(4:3) and new Samsung 22" (16:9 , 2ms , 50000:1) monitor.I have to use my mobile camera to take shot because of using any software cannot show problem.Sorry for their quality.I know they aren't focus correctly :( .
