Just cramming through my PPL material, and it came to my mind that have you guys considered, for v5 (if not, then for 6) implementing SVFR? It's essentially a way for a vfr pilot to arrive or depart an airport in sub-vfr weather.. see http://www.risingup.com/fars/info/part91-157-FAR.shtml and http://en.wikipedia.org/wiki/Special_visual_flight_rules but your controllers will know this stuff anyway...
