My understanding of the F/A-18E Super Hornet, those blades in the front are not fan blades. The fan blades are deeper inside the aircraft. To my knowledge, those are blades/screens placed to help eliminate or reduce radar signature on the front profile of the F/A-18 Super Hornet. This being said, yes, they do not "spin".
