Boats only appearing near starting airport?

I'm running FSX on windows 7 64 bit with tileproxy. I fly alot around the Puget Sound with lots of water and the AI boats are only appearing right near the airport I take off from. Sometimes I get Ferries a little farther out sometimes they don't load at all. Do you think this is a problem with tileproxy. I've got sea traffic set to max.
