After the huge work of Jonathan I have start a new build of the Outer Terrain Viewer that will support 13 or 26 textures.There are more functionality also. You can convert a tga map into a gtl file, check all gtl files in the folder on correct size and import all gtl files into an outtag.tag file as a gtl data update. After the import you don't need the gtl files and all new terrain definitions are inside the outtag.tag file. This will reduce the file open/close during the flights.Now using Jonathan's 26 textures and the latest rules ( see topic Portland rules in this forum ) I have generated the 2460 gtl files and then imported all into the outtag.tag files A,B,C and D,E (the north expansion).
