BNN1B/OCK2F Stars question

according to the both of these stars it is required that you either fly north of EGLL (which is out of the way) to intersect the BNN VOR and the same thing happens with the OCK VOR. It appears that these must be holding points, for Heathrow. Well in FSX you will never be put in a hold. should I just remove that part of the star and fly direct?
