Some airports do not provide for pilot change to a vectored rwy that the pilot considers unsuitabe for reasons such as an emergency or the vectored rwy does not have an ILS facility and other rwys do.. Some large airports permit a pilot option, others do not. This is exemplified in the radio message text. I would like to extend the option feature to all airports. FSX ATC is sort of limited in that area. Runway availability is dependent on wind and flight conditions. I use Pro Flight Emulator. It is a payware ATC addon. You can change to any runway at any airport provided the runway isn't closed via the bgl file.
