Radar contact atis incorrect

I use AS2012 to inject weather via DWC into FSX load my flight plan in AS 2012 and check the AS2012 ATIS at the departure airport and the destination airport as a test, the ATIS from AS2012 matches the wind and direction in FSX but the RC4 atis does not match, the wind was close but the weather was totally wrong it should have been sky clear and RC4 atis was indicating all types of cloud, where does RC4 pull its weather data from for ATIS could this be a setting in FSUIPC, I am using the registered version 4.82 and the latest beta for AS2012 on FSX acceleration,
