I don't know about the rest of the world, but in the US, most airport lights are off during the day. Some airports do leave the runway lights on 24/7 though. The lights are usually on a sensor to come on at dusk, and off at dawn, or on when the field in under IFR conditions.

Here in Holland the militairy airbases leave on the lights during the day because the weather can be very rainy and cloudy, but even with clear weather they're keep on the runway lights.Arjan
