Does this already exist, or how easy to implement?

The topic of wind-smoothing/S-turns is done to death I know, and devs have been trying to find a fix for it without having the winds ridiculously smoothed throughout the entire flight.

 

So is it somehow possible to smooth winds above an arbitrary flight level (say FL240), but have the winds completely un-smoothed below this altitude? Winds very rarely shift quickly during cruise altitudes >30,000 so as far as I can see this would provide some solution to the problem of S-turns and shifting winds, while still allowing gusts on approach and takeoff.

 

I've tried looking through FSUIPC but can't seem to find an option to have this, same with AS2012. If the option doesn't currently exist, could it be implemented into AS? I would have thought it'd be fairly straight-forward to put in.
