Weather.dll crash in FSX

I have a problem with starting FSX. When I start FSX only this screen is appearing. Then I go to the Event Viewer and the problem is

Yesterday I downloaded FSX SP1 and SP2. After download competed I run them. When service packs setup finished, I run FSPX (FsPassengers X) setup . Everything is DONE now. A few times I could start FSX then error showed up.
