I've seen some nice effects on some add ons QW BAE146 and the PMDG NGX being a few with some nice strobe effects. I'm looking in how do edit some effects files to make the strobe lights on my aircraft reflect onto the ground at night like in real life. Also it would be nice to have them flash in time for example on an airbus it would be: Blink Blink pause Blink Blink pause etc. On a Boeing it would be Blink pause Blink pause etc.

I'm pretty sure you cant edit an fx file to make the effect appear on the ground - that would be within the model itself. Way back in the day, custom timing has been attempted via fx file, but even then it is still inconsistent, especially in flight. That's an old fs bug - no fix except again via custom model coding for lights instead of fx files.
