KHHR doesn't exist on Vatsim. Is there a way to put it on Vatsim?

Not sure what you mean doesn't exist on VATSIM as if it is present in the real world then it will be simulated on VATSIM. Looking at Airnav, it appears tha KHHR is under the LA ARTCC so it might be worth contacting the ZLA ARTCC, they have a director of pilot relations whose details can be found under the staff page.

If you mean that it's not present in VATSPY or Servinfo or similar then yes it can be added.
