Low altitude visibility issues still driving me nuts...

I am flying in FS9 right now, using FSUIPC 3.30 and FS Meteo 6.4 and Weather Display 1.5. All is well. But whereas Wx Display 1.5 tells me that the vis at the local wx station is 10 miles, FSMeteo 6.4 tells me in the Decode box that it is 3 miles. I believe FSMeteo 6.4. Why? Because I still find that vis often degrades sharply below 3000 feet. What is the significance of 3000 feet? I am not sure except that I have set graduated visibility inside FSUIPC 3.30 to start at 3000 feet up to 30000 feet and I observe that when I take off in often murky lighting conditions, visibility increases very significantly at 3000 feet while climbing.I just cannot figure out what box to check where in the sim, FSMeteo or FSUIPC to resolve the vis issue. I know there've been threads on this and that others have had vis issues. Can anybody help me out with this? Appreciate any advice, thanks!JS
