No initial departure altitude

I've twice been given a Loop 6 departure out of KLAX. On both ocassions I've been told to "climb and maintain" without a specified altitude. This happens both in the clearance and when I contact the tower when ready for take off.In both situations I have to repeat the "climb and maintain" readbck several times before being able to proceed. Anyone have any ideas? I've flown other SIDs without this happening.
