FPS Drop in North America

It has been a long time since i had any problems with FSX , but lately i am getting FPS lost in areas like north america specially in Atlanta . I do have UTX North america an Canada Install fallow by GEX alantic an Pacific . I don't know if UTX night light has any issue with Experience X light . Am use to getting 20-28FPS on ground inside VC in north america with lock frame rate at 30. I can't fallow Word Not Allowed Guide for fsx since i don't own an Nvidia Card . I had everything running very well but recently when i stop flying to north america it is like FPS drop to 10 even 6 . I notice something is very wrong when i flew over atlanta an i notice that the cars are not running on the road but all over the place in the scenery . I have tried Uninstalling GEX an UTX an installing it back again but nothing works . I am running out of idea . The last thing i did was to delete the Fsx.cfg file an start with new one , but for some reason all my aircraft appears to be white or grey also i do not have preview direct x 10 enable Can anyone give me any tips how to solve this issue ? My CPU is at 3.9 right now i find no need in overclocking more. One more thing i will like to include is that on high altitude i get back my 25 to 30 FPS again , the problem is on the ground park up at the airport with traffic pretty low Ultimate Traffic X . How can i gain good FPS on ground ?
