Water 2X Issues

I am getting weird water reflection//texture problems. For one, at least in the PNW, the water turns milky white when in the 2X water detail set, and reflective. At day, however, with the water setting at Max 2X, the reflecting clouds are stretched to the edge of the screen from a certain point, and there is weird reflections of land in the water. See the screenshot for a better depiction. Any help would be greatly appreciated!

As well, at night at least in the ORBX PNW the water is shiny white. Any idea why?

I always thought that was a reflection off the water from a full moon. If an overcast, it should go away.
