Flight surface controls locked

Have 747 400X in FSX.  Flight yoke and Ruders appear to be frozen and will not operate.  There are some jerking motions when I try to use the Yoke but that is all. Controls work fine in 737NGX and all default aircraft.  Has anyone worked trough thid before?

Does this occur during all phases of flight? What hardware controllers are you using?
