Help with Color Banding at Dawn/Dusk

I just noticed this horizontal color banding during dawn/dusk.  Seems to eminate from the sun and is most noticable as the blue gets darker towards the sky.  My desktop and sim are both in 32bit.  Happens both on LCD TV and computer monitor.  I tried re installing video drivers.  Is this normal?

I probably just never noticed it.  I just changed to a much higher zoom for the VC.
