FSX Menu, ATC, and Chat Text Issue

Hello everyone,

 

I've been experiencing this problem off and on for a while now, it has gone away for some time (say the last year at least) but just prior to the 777 release, it's returned. I have did a fresh install of Windows (more specifically, a fresh HDD change for other issues) and it was there immediately. Not sure what is causing it, if it is settings based either in my graphics card settings, or FSX based in the main settings or tweaking. My system specs are on the left, and pictures will be posted below.

I have it from the Superbug and PMDG 777 to show it is not an aircraft-related issue.
