From Win 8 to 8.1 , cannot access STORE

Hello,

I run Win 8, I want to upgrade to 8.1 BUT I cannot access STORE . When I selct it there is NO reaction except a little "v" in the right upper corner.

 

Any recommendations?

Solved.

Created a new partition, reinstalled Win7, upgrade to Win 8, and upgraded to Win 8.1
