EZCA won't open

I have Windows 8. Went to Flight One, downloaded EZCA. Tried to open the folder in Windows 7,XP, with the UAC up and down. Went to AVG , put EZCA in as an exception, still won't open. Let me add that I can open other downloads. What am I missing?
