What have I missed? Rotary switches not working

Been around in circles on this one but can't solve.

 

Standard.xml holds the Event Id's that control various panel switching inputs.  I have built a cockpit panel using Pokeys to interface with the computer.

 

Copied my working .xml file from v1.4 to v2 but rotary encodes not working.

 

Any clues please?
