How to resize scenery textures?

Hey everyone, I was wanting to know how to resize scenery textures to a smaller size. I love Chris Arrington's textures, but I get a load pause when I have been in cockpit view and switch to spot and pan around, its annoying. So I wanted to try to make them smaller and see if that does anything. Also, after I resize them, do I need to do anything with them for them to show correctly in FS, I use DXTBmp to convert textures for aircraft painting, but I have never messed with scenery textures.
