every time I click OK in the fuel an Pax in FS9 it crashes to Desk top or locks up only with the two planes is it because you can configure these plane out side of FS9

This has to do with the number of station load points in the aircraft. In both aircraft the number of station load points exceeds the maximum allowed by FS. The way around this is to always make sure to load passengers via the configuration manager. That's one reason it's provided with the product. You can change fuel amounts in FS, just DON'T click on Change Passengers and it'll be fine. By the way, if you visit either the ATR Support forum or the DF727 Support Forum, you can find more mention of this. I believe it is also mentioned in the manuals of both aircraft.
