Show Reports displayed behind P3D

I'm using OpusFSI 4.47.3 with P3D 2.5.12944.0.

When calling up the show Metar, Crib, Flight Plan, SID and STAR reports

from the Add-ons menu they always come up behind the P3D screen so I have to minimise P3D to see them.
Is this what's supposed to happen?

The Weather Reports come up on top of P3D where they can be seen.

It's not possible as the sim always forces itself to be topmost. I would recommend trying to add a second monitor for your LWA Map and reports or better still connect up a networked client operating in 'No Connection To Simulator' mode. That way you can display your LWA Map and reports on the networked client. You caould also make use of the on-screen Opus reports to display just about all relevant weather replayed data.
