Outside spot view stick assignment?

Hi all-

 

I'm trying to assign outside spot view  to my joystick. I can hit F11 then either 'A' or 'S' (I'm not at my computer right now) until I reach smooth panning with my HAT switch.

 

How do I do this?

  3. Adjust your preference.
