converting global textures

I have seen videos like this

where you get this texture conversion tool and it increases fps by 300% my CPU is already have a below system requirements CPU (its 1.8ghz Lord knows how fsx can work on it) with the frame rate limiter to 25, I am trying to get it to 30 will this program help my CPU use less and better frames?
