P3D stutter after a new installation

Well guys, i have a pretty high end machine (GTX titan X i7 4930k SSD etc) since day 1 i have the first p3d i have P3d rolling smooth like butter high FPS no stutter inever complain about no performance issue, 3 weeks a go my p3d start to not be anymore smooth like butter well il check a few thing then decide to reinstall windows 7 , so then all brand new Vanilla P3d then again those screen tearing or we can call stutter are back, i did like rob said delete sim connect , was  a bite better but still not like it use to go if anyone can help me
