Propellar texture flashing/flickering

I am doing a new install of FSX:SE on a new Windows 10 computer (latest versions of everything). I have so far just installed FSX:XE, Steve's DX-10 fixer and REX 4 Texture Direct. I am running it in DX-10 mode and I currently have left all the settings in Steve's DX-10 configuration tool at the defaults. Everything in the sim looks great so far except for one item. When sitting in the virtual cockpit from a default FSX single prop plane - the propeller texture is flashing and flickering quite a bit (very distracting). On my last computer with FSX on Windows 7 and Steve's fixer I did not experience this. Does anyone have any input as to what I can try either in Steve's fixer or FSX to eliminate this? thanks.
