Is it normal to have 100% GPU with 1gb on my IGPU?

I have everything on high except mip maps. No lens flare too since for some reason that helped a bit. I though the highest fs9 would need would be a 512mb card on this 2003 game. I am only using 20% CPU and it seems the only thing high enough to cause fps to go down is my iGPU

If you have integrated graphics, it's maxed out trying to draw everything. Adding more video memory won't reduce GPU usage - you need a faster (real) GPU.
