It actually doesn't 'control'anything per se. It is the classification used in the setting dialogs (Low, Medium Low, etc.) for default parameters. It is calculated when you launch the app and is used (a) on first run to establish default settings and (:( when you click the Reset Defaults button on the dialog. Other than that FS just uses individual settings that of course you can change.
