help decreasing refresh rate

Hi all,

 

I am in the proecess of trying to figure out how to bring down my refresh rate from 60Hz to 30Hz.I've seen many people enthousiastic about the fluidity and smoothness a 30Hz locked 30fps frame rate achieves. However in my particular LCD display it seems impossible to get a satisfactory result. That is because when I select 30Hz (or 29Hz) the colors become are very bad, like its a 16bit color depth. However in nvidia settings I make sure the color depth is in Full option.. My monitor is the Samsung T24D390 and it is connected via a HDMI calbe to the GTX 1070 GPU. 

My question is if there is any hack or method to get it down to 30Hz with the same image quality I have at 60Hz. Or if it could be solved by changing to another connection than HDMI.
