Random start up at PMDY (Midway island in pacific ) XP11?

Is this by design, as it seems randomly i start up in an island in the pacific, which turned out to be PMDY.. however the ground has really no textures whatsoever.. i first thought it was a glitch in the scenery..

 

Anyone know why this happens?
