I have somehow managed to delete the operations center where you donwload liveries... 

 

Anyone know how to reinstall it?

Re-run your aircraft's installer and select "repair."

 

You may also want to check your virus scanner and tell it to ignore the OC. Since the OC is designed to download and install things (behaviors similar to what some viruses do), overly paranoid virus scanners may nuke it.
