I notice in the manual that Dave recommends downloading the Spanish Language pack because it will speak in English but with a Spanish accent. Great for latin countries. Is the same true for other language packs? For instance if I download the French pack will it work in English for flying in Quebec or France?

I can confirm that this does in fact work. I spend this morning installing a few different languages. The accents are pretty thick and almost all of the language packs are female voices but at least there are more options for each controller or more importantly you can have region specific accents from ATC which is cool.
